Is a scope contained by Neuroscience better than a level surrounded by Biology? What are the pros and cons?

Not really -- I know a couple of neuroscience majors in my class, and they largely found little benefit from their major when we did neurology, first and foremost because of the emphasis on clinical applications of neurology, and not so much as a important science. It might make situation during that subject easier though.
However, the same can be said for almost any primary, because you will cover all of the sciences again within medical school, so it might in truth be better to cover a broad spectrum of sciences in your chief so that you will have more exposure, and not so tons subjects will be totally foreign to you when you cover them in med academy.
With regard to one a neurologist, you have to do resourcefully in medical arts school to become a neurologist, so if that's your ultimate objective then you should focus on preparing yourself to do capably in your med arts school classes and board exams -- an undergraduate neuroscience major doesn't suggest anything when you're applying to residencies.

Your biggest worry right presently is to get into medical college. You don't begin to specialize as a doctor until after med academy anyway.
Neuroscience would help you then in residency, but a broad biological nurture (biochem, physiology,microbio,etc) would help you surrounded by medical school. Do whichever interests you the most.
