it has to do with the pharmacokinetics of Loratadine.

it is dissolved under your tongue, then go into your body to work directly. taking it under the tongue also helps it to work faster in comparison to the regular "to swallow by mouth" route.

Loratadine is rapidly absorbed from the gastro-intestinal tract and it has rapid first-pass hepatic metabolism. Loratadine is almost totally bound to plasma proteins. Its metabolite, desloratadine (descarboethoxyloratadine), is also active, but binds to plasma proteins only moderately. The half-life of loratadine is on average 8 hours, and its metabolites 28 hours.

desloratadine is, infact, marketed as Clarinex in the US and Arieus in canada.

These tabs has Loratadine as an active ingredient. Duration of it's action(doesn't matter what generic name it has) is approximately 24 hours in healthy adults.
b)
There is absorption from the tongue (check all these blood vessels on down side of your tongue at the mirror. Grouse, right?). Also some amount of the drug gets to stomach with
saliva.
