Can blind populace hallucinate?
would they get hellucenations similer to a non blind individuals CEV'S? Seeing colors and such?
If your eyes are what acutally make the hellucenation after id surmise no, but ive heard that the imagine(s) when u hellucenate comes from the brain and totally skips the eye. could be wronge.

There are several types of hallucination 1) visual 2) auditory 3) tactile 4) olfactory. Yes blind people can have adjectives types. (Visual is seeing things that are not there, auditory is audible range things that are not spoken, tactile are skin perceptions that are not solid, and olfactory are smelling scents that are not present).
To get a very simplistic analogy, person blind is like have turned off the lights on a grey noc. The basic electrical system is in place but for doesn`t matter what reason the switch is turned sour. Because the brain still contains the "wiring" hallucinations can come to pass.
Hallucinations are more than just ocular. A blind person's other senses could have false perception too. On top of fake, or altered, sensory input a blind creature would experience the altered consciousness that comes with such intoxications.
hallucination happen contained by the brain so a blind person could see them. I'm not sure what a personage blind from birth would actually see but they could see it. There are also auditory and olfactory hallucination and anyone can have those.
