Answer:
Gangrene is necrosis due to ischemia. This means that the oxygenated arterial blood cannot manage the tissues.
This can be due to problems in arteries OR vein though.

Arteries get blood to the tissues, and gangrene results from a lack of blood (and, in consequence, oxygen) going to those tissues.
Veins drain blood from tissues.
Gangrene is the result of arterial insufficiency (or some other reason that oxygen didn't spawn it to the tissues in interrogate, such as decreased oxygen carrying dimensions of the blood)
